No more odd-even scheme in Pasig — for now

NEW Pasig City mayor Vico Sotto on Monday suspended the odd-even traffic scheme being implemented in the city.

“First Executive Order signed… This executive order includes the suspension of the disjointed and unjust odd-even scheme,” Sotto said in a Facebook post.

The scheme bans four-wheel vehicles with license plates ending in even numbers from traversing city roads covered by the rule every Monday, Wednesday and Friday. Vehicles with license plates ending in odd numbers are not allowed Tuesdays, Thursdays and Saturdays.

The scheme has been in place since 2016.

The Pasig City government’s Memorandum Circular No. PCG-01 directs all traffic enforcers in the city to “temporarily suspend the apprehension of violators” of the odd-even scheme.

The city’s odd-even scheme came on top of the Unified Vehicular Volume Reduction Program, or number-coding rule, implemented in 12 of the 17 cities and municipalities comprising Metro Manila.

In late March the Philippine Information Agency (PIA) reported the Metropolitan Manila Development Authority (MMDA) has reiterated that the “no window hours” policy for the number coding scheme is in effect on all major roads and Mabuhay Lane routes in Metro Manila.

MMDA general manager Jose Arturo “Jojo” Garcia, Jr. made the clarification following erroneous rules on traffic number coding scheme have circulated online and created confusion among motorists.

“We have agreed to standardize the “no window hours” scheme on national roads and roads listed as Mabuhay Lane,” Garcia said after a Metro Manila Council (MMC) meeting attended by representatives from 17 local government units in Metro Manila, the PIA report said.

It quoted Garcia as saying that members of the MMC have agreed to also amend their existing number coding schemes and traffic code implemented in their jurisdiction.

The MMC is composed of Metro Manila mayors and is the policy-making and governing body of the MMDA.
