The multipurpose vehicle (MPV) driver who sped away as a traffic enforcer clung to his vehicle—an incident captured by closed circuit television cameras—would be charged, Manila Mayor Francisco “Isko Moreno” Domagoso said on Sunday.

“There was criminal intent. I saw [the video], [you] tried to shake off [the enforcer]. What were you thinking?” Domagoso asked Orlando Ricardo Jr. who was detained after the incident at the Manila Police District (MPD) Station 3.

According to MPD Station 3 commander Police Lt. Col. Reynaldo Magdaluyo, Lim had apprehended Ricardo for disregarding lanes, a violation with a fine of P500, on Saturday morning.

Instead of getting out of his gray MPV, Ricardo drove off as Manila Traffic and Parking Bureau officer Adrian Lim was holding on to the doorframe through an open window.

Lim eventually lost his grip and fell to the ground at the corner of Gelinos Street and Laong-Laan Road. He was taken to Jose R. Reyes Memorial Medical Center for treatment.

Ricardo was later caught by policemen at Oroquieta corner Tayuman Street in Santa Cruz district. The Manila Public Information Office said he would be charged with serious physical injury. –By: Nikka G. Valenzuela
